The overskirt is just a piece of fabric I cut but it can be tied around your waist underneath the blazer.
For reference, my measurements are:
waist: 30-31 inches
hips: 37-38 inches
bust: 36-38 inches
TO NOTE: The blazer does not have buttons. In the picture where I am wearing it, I sewed it closed.
The embelishments are hand sewn onto the blazer.
